It could be normal due to final healing but you should not take that chance. In most cases the cervix is healed by now, unless it was a large LEEP. Also, there may be bleeding for other reasons which might need looking into. So, at least a call to your doc is reasonable.
You should ask about the details of the LEEP pathology report. What exactly was found? Only CIN3? Was it present at the boundaries of the biopsy, called "margins"? There are two "margins", at the external part of the cervix and higher up in the canal. Was there a smaller "top hat" biopsy done above the main part of the LEEP and, if it was, was it negative for presence of CIN/dysplasia? Was an ECC (endocervical curettage), or scraping above the LEEP of the upper cervical canal done?
Not all of the above parts of a LEEP are done every time, but you should know what exactly was done and that all the dysplasia was removed.
