Your doctor did a second LEEP after confusing you with another patient? Foremost, get rid of that doctor immediately and get another as soon as possible. Secondly, if you're having complications, you need to be seen by a doctor and treated. LEEP has the highest risk of infection. Is there a free clinic you can see or an outpatient clinic at a hospital you can go to until you find another doctor?

But most importantly, your current doctor needs to be reported to the medical board for malpractice. The situation you just posted is bad. He should have shown you the results from your lab report, discussed the kind of dysplasia you had in great detail, and then discussed the risks and benefits of all four methods of partial amputation before making a recommendation. To confuse you with another patient and then carve up your cervix a second time means he should not be practicing medicine.

I agree, I would suggest NOT seeing this doctor again.  As for the bleeding, usually a week after you have the procedure if when you'll have the heavier bleeding if it is going to happen.  But back-to-back LEEP procedures to me sounds risky.  Very risky.  That area needs to heal honey.  Please don't go to this doctor and report him to your new physician.
