I think you need to get copies of your lab reports and get another doctor. Something about what you are being told doesn't sound right. When you look at the reports, check to see
1. Exactly what you have.
2. How extensive it is.
3. How many cervical quadrants are involved. (Where were the bopsies taken?)
4. If it's in the endocervical canal.
5. If it's in the endocervical glands.
In addition, when did your daughter have the shots? I was cautioned to not get the vaccine by an OB/GYN because it can accelerate dysplasia in women who have already been exposed to HPV. Your daughter is the fourth woman I have encountered who had the vaccine and developed dysplasia, now. But please have her get copies of her lab reports and check for the same things.
Lastly, if your daughter and you choose to have surgery, please make the doctor give you a full discussion of the risks and benefits of all your treatment options - cryosurgery, laser, LEEP, and cold knife cone biopsy. What you both have will determine what is appropriate. Your daughter's new doctor needs to be especially conservative about how to treat her because of her age. This is per the ACOG. It is important the the doctor does what is appropriate and not what he or she prefers.
