Yes it can be, but it also can come from other sources. Google Klatskin Tumor, Bile Duct Cancer and you will get enough information to keep you busy for a week or two. Try asking your mothers doctor that question, see what he/she has to say.
By the way, you said HAD a Klatskin Tumor. How is your mom?
