No biopsy?

I was diagnosed with rectal cancer in 2008. I had 12 rounds of chemo plus radiation. Then had a resection. No lymph node involvement. In 2010 on a routine CT they found multiple bilateral nodules in the lungs, the largest being 1 cm. I have now been through radiation, more chemo and now a maintenance regimen. My doctor said a biopsy is not needed, because it would just tell us what we already know. My CEA is normal. How do I know it isn't another type of cancer, an infectious disease, or another type of pulmonary nodule? Anyone have any suggestions? Anyone had treatment without a biopsy on the recurrence?
