What part of the USA has the LEAST number of brain tumor/other cancer diagnosis

I just read the Gaza Strip and Western Banks have the least number of cancer. 

 I wonder if there are many people living there.

Probably whichever part of the US has the fewest facilities for diagnosing cancer, and/or the largest proportion of the population without health care, has the lowest number of cancer diagnoses. Someone is always "discovering" that poor countries or poorer areas of developed countries have lower rates of cancer. The sad truth is that what those places really have is high rates of people wasting away and dying at home without ever seeing a doctor.
