Is Chemo Necessary?

I had surgery two years ago for non-small cell lung cancer. No further treatment was recommended. I recently discovered a large lump on my back over the shoulder blade. It was found to be squamous cell cancer. I had PET and CT scans done; nothing was found anywhere, but one oncologist recommends chemo and I intend to get a second opinion. I hesitate to get chemo when there are no active tumors anywhere. Can someone advise me what to do? I am 71 and in good health otherwise. Thanks
