cystocsopy and urovision vs additional biopsy

i am 57 and male. have cis and tcc, t1 ggade 3 in jan 06. one year later after 3 tur's one 6 wkly bcg then one 6 wkly bcg w/interfuron i had no tumors present during my cystoscopy in dec o6. then the fish test of urine [urovision] showed negative as well. 2and fish test showed displasia. isn't this enough to start maintanence treatments without further need of biopsy? skowe
