TIPS or Pleurodesis for Ascites due to Cirrhosis (not cancer)

My mother has been in the hospital for weeks when no one could give a diagnosis. She developed cirrhosis while undergoing chemotherapy for breast cancer (which is now in remission). She has severe ascites of the abdomen and chest but no fluid build-up in the lungs. She underwent band ligation a year ago due to the increased blood pressure caused by the blockage in the liver. The Dr.'s are saying they want to do a talc pleurodesis for the fluid build-up...... I do not understand! The problem is obviously the liver...so why band-aid the problem. From everything I have read the TIPS procedure has very low risk. Can anyone help me here???
